The declaration
Zoom Net Services Limited holds a signed declaration confirming that its offer of social games online is made in compliance with the legal requirements of the Australian Consumer Law (ACL), in force since 1 January 2011, and that it operates its service pursuant to Australian trade promotion and sweepstakes laws.
The authority named in that declaration as monitoring this activity is the Australian Competition and Consumer Commission (ACCC). The provisions it publishes for services offered online are linked in the register below, so everything stated here can be checked at source.
The declaration was signed by the company director in Limassol, Cyprus on 21 February 2026, and covers the social gaming services the company operates, PlayVelvetEmpire among them. A copy is available on request from [email protected].

What this is not
This is not a gambling licence and should not be read as one. We hold no gambling licence because we offer no gambling: no cashier, no deposits, no withdrawals, and no route from anything on screen to money, cryptocurrency, vouchers or physical prizes.
Nor is it a certificate issued by a government body. The Australian Competition and Consumer Commission (ACCC) administers that law and monitors compliance with it; it does not licence, approve or endorse social games, and nothing on this page should be taken as its endorsement. The document is the declaration the operator makes about the framework it works under, in the terms that law requires.
What it does establish is the basis on which these games are offered and who is accountable for them: a named company, a registered office and a named director, each verifiable in the public companies register of the jurisdiction above.
